The 1mbit and 8mbit flash cartridges are blank memory cartridges.

You can create software to put on the cartridges with the Maxflash Studio Software, which you can download free at:

http://www.atarimax.com/flashcart/

To program the flash memory cartridges, you need either the USB programmer, or an SIO2PC setup.

If you use the USB programmer, it is very simple to program your cartridge. Just attach the cartridge to the USB programmer, press the 'Synchronize' button on the Maxflash Studio software and its done. Then you can use the finished cartridge in your Atari.

If you use SIO2PC (the old way), the process is more complicated and slower. This is supported because many people already have an SIO2PC setup. The USB route is much faster.
